in orderの主の意味は「正しい状態」「整理された状態」です。整理された状態にあるという意味で「順番に」を意味します。
if something is in order, it is correct or right

on a first-come, first-served basis
直訳すると「列で待つ」となる通り、列に入って待つイメージです。
